Winston Dookeran is the current Secretary-General of EUCLID (Euclid University), an intergovernmental organization with a university charter established in 2008. He previously served as Central Bank Governor, Minister of Finance and Minister of Foreign Affairs (Trinidad and Tobago). After retiring from government service, Dookeran became Professor of practice at the University of the West Indies and joined EUCLID in 2018.
It was under Winston Dookeran's leadership that EUCLID became an official Social Actor in the Association of Caribbean States (ACS), which in turn spurred EUCLID's drive to transform its existing EuroState Institute first into the Euler-Franeker Institute and finally into a free-standing and fully-chartered university (under Curacao, an ACS member). As such Winston Dookeran is the founding President and Chancellor of the Euler-Franeker Memorial University. He is, lest we forget to mention it, a graduate of the prestigious London School of Economics.
